The service in brief

Lobbying is public information.

Valtaverkosto brings together what Finland’s public registers say about influence: who has been in contact with decision-makers, about what, who funded whose election campaign and what the public sector buys. All in one place, in plain language and with sources.

What the service does

The information is already public, but it is scattered across many systems, and reading it takes expertise. Valtaverkosto fetches the registers automatically twice a day, links them to the same person and organisation, and shows them so that an ordinary voter understands what they are looking at. Every row has a source, and every page says what the data does not cover.

Four ways to find information

Search

A decision-maker’s or organisation’s name takes you straight to their own page.

Ready-made views

Who has influenced the government, on whose behalf lobbying is done, money and influence, and topics such as data centres or AI.

Directories

All decision-makers, registrants, projects, authorities and contracting authorities in alphabetical order.

Layman AI Search

Ask in your own words. The service finds the answer in the registers and shows where you can check it.

The search

Layman AI Search

Most people don’t know what to look for in a register. Layman AI Search is made for the layperson: you write your question the way you would ask a journalist, and the service runs the right searches for you.

What has Google lobbied on?

Google Finland Oy has reported lobbying in Finland mainly on data centres and other digital infrastructure, AI, cloud services and public-sector ICT, and in some reports on the digital wellbeing of children and young people, online safety and copyright. The reports are from the closed periods 2024 I – 2026 I.

A real answer from the service on 21 October 2026, shortened and translated from Finnish. Below every answer is a link to the page where the register rows are shown in full.

How it works

  1. You ask in your own words

For example "who has lobbied the prime minister" or "who lobbied on data centres". You don’t need to know search terms or the register’s vocabulary.

  2. The AI picks the searches

It works out whether the question is about a person, an organisation, a topic or a statistic, and looks up names and identifiers in the database. It doesn’t guess them.

  3. The searches run on the register

Figures and names come straight from Valtaverkosto’s database, from the same data and under the same rules as the service’s other pages.

  4. An answer with sources

The AI writes the answer from the search results and says what the data doesn’t cover. Below it come the tables and links for checking every claim.

SearchAnswers questions like
A person’s contactsWho has lobbied Prime Minister Orpo? Who has been in contact with Riikka Purra?
An organisation’s reportsWhat has Google lobbied on? Who has the Confederation of Finnish Industries been in contact with?
Topic searchWho has lobbied on data centres? Who lobbied on the gambling system reform?
Statistical queriesWhich decision-makers has the energy sector contacted? Who both funded a campaign and contacted the decision-maker they funded?

Rules the AI follows

No invented figures or identifiersEvery figure and name comes from a search that was run. Without a search, there is no answer.
No rankingsPeople are not scored or ranked. A minister gets more contacts because of the position, so a count alone says nothing about what the person does.
Empty does not mean cleanIf no reports are found, the answer gives three possible reasons: below the reporting threshold, no duty to report, or a report that was never filed.
No cause and effectWhen the same organisation appears as a funder and as a lobbyist, the answer reports it as data from two registers, not as a conclusion.
Processing in the EUThe language model runs in the company’s own Azure environment inside the EU Data Boundary. No user ID, session or earlier questions are attached to a question.
Fair useQuestions are limited per minute, hour and day. The ready-made views and search always work.
